STEP 1: open picture (background which you need to blur) and name it 'blur bg"
STEP 2: choose picture (that which will be on the blurred background) and name it "real bg"
STEP 3: click on the "blur bg" layer then click on FILTER at the top of the photoshop then select BLUR > SURFACE BLUR and a dialogue box appears then drag both either to the right or left the RADIUS and the THREESHOLD to any convenient blur you would like
STEP 4: when once you have gotten your picture then that is all for making a picture background blur
HOW TO BLUR A PICTURE USING PHOTOSHOP
STEP 1: open picture (main picture which you need to blur)
